just take what they are offered by their current insurers without
even shopping around. I find it astounding.

You don’t always buy the first one you see. The savings you can
make are well worth the extra effort. And to be really honest, it is
not that much of an effort to make. Certainly not as much of an
effort as it can be to go shopping to find the perfect dress.
